SCADA Manager
KEY RESPONSIBILITIES:
Overall responsible for the set-up, takeover, and handling of the (Offshore) Windfarm SCADA, OT/IT Systems and Cyber security
Responsible for the (development), integration, subsequent management, and optimization of the (Offshore) Windfarm SCADA, OT/IT Systems and Cyber security platform
Responsible for management of all necessary IT systems and Interfaces, incl. procurement planning of required HW & SW
Development of sub-suppliers for performance management, defining maintenance, and optimizing the reliability.
Responsible for leading the development of processes for data analysis and root cause assessment
Ensure daily monitoring of SCADA and condition monitoring system (WTG, Cables, Foundations, and Offshore/Onshore Sub-station) and related infrastructure (including Cloud infrastructure) are set up and documented
Responsible for maintaining and managing the computerized maintenance management system, ensuring that the system is kept up to date with relevant operations, inspection, maintenance, and survey activities
Responsible for technical supplier management of SCADA and ICT systems and software (in close alignment with the responsible EPC packages)
Ensuring the document management system is integrated, maintained, and updated at all times
Ensure implementation of technical upgrades and integration of new systems or functionalities
Plan and manage the execution of all O&M activity relating to the SCADA/OT/IT
Review relevant technical proposals received from project service providers (from both technical and business case perspectives)
Recommend technical and design improvements
KEY TASKS AND DELIVERABLES:
Support with the operational implementation of the SCADA system
Ensure SCADA/IT/OT O&M budget is correctly implemented
Ensure SACDA/OT/IT O&M strategy is drafted, updated and optimized
Support with selection of service provider
Support daily improvement and supplier management activities
Support in data analysis and reporting
Facilitate first high-level root cause assessment
Secure access to metering devices for the SCADA system
Act as the first point of contact for any OT/IT-related issues
Act as the first point of contact for any telecommunication-related issues
Review and critique SCADA design from the EPC team
Develop strong relationships with clients, contractors, and service providers to maximize their performance.
Support in the close-out of the construction punch list items
Support other technical functions as required
Translate technical documents from Chinese to English
Review of SCADA, network and communication design, installation, and commissioning documents
SCADA Monitoring
Review of SCADA, network and communication design, installation, and commissioning documents
Support commissioning of SCADA/OT/IT system
Create SCADA/OT/IT-related documents (Architecture/Landscape etc.)
Daily, remote, and on-site, monitoring of SCADA (WTG, Cables, Foundations, and Offshore/Onshore Sub-station) and related infrastructure (including Cloud infrastructure)
Periodic review of operations, inspection, maintenance, and survey activities
Cyber security
Support setting up the cyber security strategy, including drafting of related documents
Support the implementation of the Cyber Security strategy
Collaborate with IT manager in ISMS audit and relevant task in achieving compliance.
Prepare operational processes and procedures
Implementation of processes and procedures
Support with access issues and troubleshooting
Ensure compliance with regulatory standards
Technical Supplier management
Follow up on issues with suppliers and help the technical staff resolve issues effectively
Handle technical interface with service providers regarding SCADA and network (WTG, Cables, Foundations, and Onshore Sub-station)
Obtain and structure information from supplier software
Translate operational SCADA requirements to relevant suppliers and manage interfaces
Computerised Maintenance Management System (CMMS) / Document Management System (DMS)
Ensure prudent CMMS / DMS is set up for O&M
Maintain quality and processes of CMMS / DMS
Ensure correct use of CMMS / DMS, incl. facilitating training
Ensure:
Health, safety, and environmental performance complies with the site HSE plan, the relevant Health and Safety standards, legislation and best industry practice
High performance of SCADA/security systems and communication systems; and “ready-to-operate” on time and budget as part of the core mobilization team
Support daily improvement and supplier management activities
Support in data analysis
Facilitate first high-level root cause assessment
QUALIFICATIONS & KEY SKILLS
Essential
Bachelors or master’s in electrical engineering, Telecommunications Engineering, Control Engineering or equivalent
Fluent in English and Chinese, both verbal and in writing
At least 10 years of working experience
At least 2 years in either Offshore Wind, Oil and Gas, or Electrical Transmission industry and understanding of the best practice
Has operated in an O&M environment with experience in either designing SCADA or using SCADA systems for monitoring purposes for at least 2 years
Broad and in-depth experience in the management of electrical safety rules systems
Solid technical understanding of the entire asset and the relationship between technical issues on turbines, balance of plant, grid, etc., and commercial impacts for owners
Able to implement and maintain LAN/WAN solutions, including switches, routers, firewalls, VPN, VLANs, and Wi-Fi.
Administration experience with Windows Server including DNS, DHCP, AD, Group Policy, etc
Competent when dealing with quality standards, best practice procedures, technical specifications, and regulatory requirements
Good communicator with proven ability to build sound business relationships and represent them in project meetings and presentations
Tenacious self-starter, professional, organized, and process-driven
Able to work independently
IT literate (familiar with Microsoft Office & SharePoint; willing to learn and make full use of internal systems)
Strong understanding of the importance of data management and project management processes
Strong communication skills (verbal and written)
Ability to establish, maintain, and develop effective relationships.
Self-driven, proactive, and solution-oriented attitude
Experience working in health and safety-critical environments and ensuring the establishment of HSE culture throughout the transition and operational start-up phase.
IT and presentation skills.
Desirable
Certification of either ISO/IEC 27001 ISMS Auditor/Lead Auditor, CCNA, CISSP, SSCP, CompTIA Security+, CEH or ISA/IEC 62443 Cybersecurity Fundamentals Specialist.
Experience in Power SCADA (Ecostruxure, WinCC OA, etc)
Experience in PLC such as A8000, S7-1500, ET200SP, Saitel DR or similar.
IBM Maximo, Microsoft SQL, PowerBI, etc.
Experience on network and firewall equipment such as Cisco, Fortinet and Palo Alto.
Experience on Cyber Security implementation for SCADA Projects
Hands on experience on Communication Protocol such as MODBUS, IEC61850, IEC104, DNP3, OPC-UA, or similar real-time protocols
Hands-on experience with IT hardware (Rack cabinets, servers, etc)
Experience with High Voltage
Knowledge of ISO27001, IEC62443, NERC-CIP or similar IT security standards
Technical understanding of the full Asset (WTG, Cables, Offshore/Onshore Substation, Foundations) and required Maintenance
Language skills:
Fluent in English (CEFR Level C1 as minimum)
