Since completing her Engineering degree at the National Taiwan University and Nation Cheng Kung University Joy has a solid knowledge of the Asian renewable energy industry. Her project management and global business development experience allowed her to build up market insight and networks quickly.

Starting her career in recruitment back in 2017, Joy leverages on her extensive local market experience, which involved business development, global key account management and large recruitment projects. As a bilingual in the Mandarin and English language, she has been successfully recruiting international talents across the region and firmly believes in building long-term business relationships through her foundation and reputation in the renewable recruitment industry.

Chief Technician/ Lead Senior Authorised Person Lead

The Lead Senior Authorised Person (Lead SAP) is the Certifying authorised / competent person accountable for the safe operation and control of the HV electrical plant on the Project and obliged to ensure that the special dangers are pointed out prior to any work being carried out on or near to an electrical installation. Accountable to maintain the safety of persons working on or near a high-voltage electrical network/installation/asset whilst maintaining the overall operability and high performance of the HV electrical plant and network in the windfarm. Approve switching and energisations and ensure compliance with the local legislation as well as Project HSE rules. Oversee all HV electrical installations to and operations off Turbines, Off-/Onshore Cables and the Onshore Substation as well as the safe construction and operations of the Grid Connections, Onshore Substation and associated HV plants and equipment. Accountable for all tasks/management of the Operations Control Centre (OCC) that are related to operations, control and management of the electrical system and the interfaces to the off taker and national grid operator. Responsible for all electrical activities for the purpose of safety, technical review, contractual compliance and operational / logistical duties. Contribute to the safe and efficient delivery of the on-/offshore Operations and Maintenance of the Windfarm via proactive management, good coordination and communication between all parties to ensure process compliance and effectiveness. Responsible for maintaining an understanding of the Asset Integrity Management policy and strategy, and for carrying out any relevant resultant tasks. Responsibilities Act as the central authority regarding HV & all other electrical work in the project. Accountable for electrical safety in the windfarm / project Responsible for delivery of all electrical and HV O&M related processes, regulations and work procedures needed for Wind Farm operations and maintenance Coordination of the delivery of the HV scope (i.e., managing the HV Service contractor and liaising with Grid Operator and Off taker where appropriate) Implement or update, execute, and maintain the Electrical Safety Rules (ESR) Outage Management and network control Carry out / authorise / prepare high voltage switching and isolations Carry out / authorise / prepare earthing of high voltage plant and apparatus Coordinate and manage all electrical work in the windfarm Prepare, issue and cancel safety documents Train, nominate and authorize persons to carry out electrical work under Employers electrical safety rules The Lead SAP manages / ensures that the following task are executed/will also execute and participate (if required) in: Inspect / Test / Commission / Operate and maintain high voltage plant and apparatus VLF Testing of high voltage cables Identify and fit circuit designation labels and switch numbers Fault management Participate in an out of hours emergency response rotation, if required Collate site and network information to facilitate effective decision making within the HV responsibility Update HV schematic diagrams Inspect work sites and perform safety inspections Check work permits Implement, update and provide training programs for manual and technical staff (CP/AP/SAP, etc.) Provide technical and engineering advice to working parties Report hazardous observations and incidents in the QHSE management system Attend training on QHSE management systems. Participate in Emergency Response as directed by Management (Activity not specific or always applicable to this role). OCC – The Lead SAP manages / ensures that the following task are executed and will also execute and participate (if required) in: Monitoring operational status of the transmission and auxiliary equipment of the BoP Adjustment of power output as requested Monitoring the status of the Wind Turbine Generators Remotely diagnose and intervene events or faults on the system according to established procedures Notify and/or escalate relevant events or faults to the Operator or 3rd party Manage day-to-day communication with TSO and off taker Collect and compile availability forecast and report to off-taker/TSO Ensure the validity of personal certification (safety and otherwise) and proactively maintain the competence level required for the role. Successful, safe and efficient operations of the Windfarms HV and electrical systems whilst ensuring highest power production Required Lead SAP must have the qualification of a Chief Technician College degree or above in electrical, or nuclear engineering or related to electrical engineering or passed the highest grade or second grade special examination or the third-grade special examination or above on electrical, or nuclear engineering and other subjects. At least one year engaged in the Electricity generation for power supply capacity over 100MW. At least 2 years engaged in the Electricity generation for power supply capacity of 20MW~100MW More than 5 years engaged in the Electricity generation for power supply capacity of 5MW~20MW Several years of commissioning / operations experience of HV energy production assets Certified Authorized Competent Person acc.to Taiwanese Law Management skills and professional leadership The ability to conduct technical training Profound knowledge of the relevant norms and regulations Awareness of the operational condition of the electrical installation The ability to assess what effect the proposed work will have on the safe operation of the installation The ability to recognize the specific dangers that arise when working on or near the electrical installation in question Strong communication skills (verbal and written) Ability to establish, maintain and develop effective relationships. Key Responsibilities Responsible for the total HSSEQ requirements and offshore wind farm projects to ensure the smooth running of HSSEQ department. Manage quality staff for developing and implementing quality management plans to assure compliance with company and project governances. Responsibility for the health, safety, environment and quality assurance of the company and its portfolio offshore wind farm projects including direction, strategic development, performance, maintenance and personnel requirement. To control the system requirements in line with applicable ISO standards and to liaise with the governing body to ensure conformance. Responsible for developing the health, safety, environment, and quality  Meet targeted goals and those of the team as a whole.
