Consent Discharge Offshore Lead

Location: London or Edinburgh

Role
Our client is looking for a high calibre individual to join their offshore wind consenting teams in order to support the project in the planning and preparing for the pre-construction phase.

The Offshore Consents Lead/Advisor will work as a part of the consenting team, reporting to the Consent Manager/Lead. The candidate will also need to work with the Consents Optimisation Lead who is responsible for optimising the schedule and activities for the Project, including critical path pre-construction consenting and discharge activities.

Responsibilities
• Working closely with the Consents team, and Consents Optimisation Lead, responsible for scoping and planning all activities and surveys that may be required to facilitate the discharges of consent conditions (including Deemed Marine Licenses) in relation to pre-construction and construction programme, including all other necessary consents and licenses that may be required to facilitate the Project
• Leading on contracting and procuring the relevant environment and other consultancy support to facilitate the pre-construction activities for responsible areas
• Managing the programme of deliverables from the consultants in the responsible areas
• Responsible liaising with the rest of the Project consents team to ensure that there is alignment across the Project
• Responsible for liaising with other internal stakeholders in relation to the responsible area e.g. engineering, lands and commercial, where applicable.
• Ensure strong cooperation within the Project between onshore, intertidal and offshore packages in relation to offshore consenting risk and deliverables
• Develop and implement strategies (including risk management strategies) for relevant responsible areas
• Contract and budget management in relation to responsible areas
• Input to and support Consent manager on resource needs, programme, and risks in relation to the responsible areas
• Provide updates on key showstoppers on the responsible areas to the Consent Manager, including updates to the Project risk register

Requirements
• Degree in relevant environmental or consenting discipline
• Experience of large-scale EIA and/or DCO projects, preferably offshore wind
• Experience of pre-construction and discharge activities and processes
• Preferably some experience of planning applications, and working with local planning authorities
• Experience of other consents and licenses – e.g. EPS and marine licensing
• Knowledge of understanding impact assessment for offshore and intertidal topic areas
• Experience of developing strategies for high risk consenting topics
• Experience with working in a multidisciplinary team and across different cultures
• Experience with developing and implementing QA process
• Experience with stakeholder and regulators, relevant to England and Wales, is an advantage but not essential
• Preferably, with experience working with English and Welsh legislative frameworks
• Experience of procurement activities would be preferable
• Experience in planning for and discharging offshore and intertidal requirements and conditions, and Deemed Marine Licenses
