Commissioning Manager
Our client is looking for a Commissioning Manager the successful candidate will be reporting to the Technical Project Manager and be responsible for the overall management, execution, and coordination of onshore and offshore commissioning activities. You will be responsible for securing interfaces, as well as identification of deliverables and supporting documentation in close corporation with the package managers. The Commissioning Manager will play an important role in the implementation and management of commissioning procedures, including electrical safety, working as an integral part of the project team to ensure that the offshore wind farm project is commissioned in accordance with project specifications. You will be responsible for providing support and guidance whilst ensuring coordination between onshore and offshore activities. This includes liaising between the project and its stakeholders when it comes to safety, testing, commissioning, and energisation/operations. Key Responsibilities
Actively partake in the preparation and approval of commissioning procedures, preparation of tender related documents including Employer Requirements and specifications, as well as contract negotiations to ensure compliance with commissioning requirements.
Be responsible for the commissioning team and for ensuring that the offshore wind farm project is commissioned according to the standards, within time and in accordance with the project specifications.
Provide cross project support for management and implementation of electrical and mechanical safety rules.
Ensure that safety rules implemented on project level consider national legislative (electrical safety) requirements.
Provide technical support, advice, and guidance, ensuring that the design, installation, commissioning, and operation meet the regulatory requirements for the design of electrical equipment based on applicable electrical and safety standards.
Manage consistency across project regarding the management of electrical installations, taking leading role in the proactive monitoring of contractors engaged in works that can affect electrical safety.
attend progress, coordination and interface meetings with the team and contractors as required.
Assume responsibility for the appointment of persons to authorise them to carry out duties directly associated with electrical safety, providing support with the training and authorisation process for all operational staff to ensure that suitable numbers of authorised persons for work activities within the required timescales.
Prepare, communicate and implement a commissioning management manual and program, including organisation, roles and responsibilities, plans and procedures coordinate and secure commissioning activities within HSE, QA/QC, project and contractors, national grid and O&M ensure optimal operation and planning of wind farm capacity during the commissioning period until transfer to O&M
Requirements
Bachelor’s or master’s degree in electrical engineering or other relevant field, combined with minimum 5 years’ experience from offshore wind farm projects and an in-depth understanding of the systems deployed.
Expert knowledge of Electrical Safety Rules, associated standards, policies, procedures and working practices.
Previous experience as a Senior Authorised Person, Control Engineer or equivalent preferred.
Knowledge of Health, Safety and Environmental requirements, compliance, and legislation applicable to construction/commissioning projects.
Knowledge on main safety regulations concerning the commissioning works.
Knowledge of specification, design, maintenance, construction and commissioning of plant apparatus, control & protection equipment on transmission network.
Experience with commissioning, construction or design of substations, transmission lines, within the renewables business essential.
Development of safety rules and supporting procedures.
Operational authorisation processes and training requirements, with the ability to assess suitability of staff for various levels of safety authorisation.
Grid code, OFTO, transmissions and distribution.
