Role Overview:
The Government and Public Affairs Manager will be pivotal in shaping and maintaining relationships with government entities, regulators, and industry stakeholders. This role is essential for monitoring and influencing policy and regulatory developments, advocating for the company’s interests, and ensuring compliance with governmental requirements. The successful candidate will gather market intelligence, develop strategic plans, manage stakeholder networks, and provide strategic advice to leadership to mitigate risks and capitalise on opportunities for successful project execution.
Key Responsibilities:
Policy Engagement & Advocacy:
- Monitor, analyse, and respond to policy and regulatory developments affecting the offshore wind sector.
- Engage with national and local government agencies, regulatory bodies, and industry associations to influence policies aligned with company interests.
- Draft and submit position papers, consultation responses, and policy briefings.
Stakeholder Management:
- Develop and maintain productive relationships with government officials, policymakers, and regulatory stakeholders.
- Monitor and influence permit requirements relevant to offshore wind energy, ensuring alignment with regulatory frameworks.
- Represent the company in meetings, forums, and public consultations to promote offshore wind interests.
- Collaborate with internal teams to ensure consistent external messaging.
Strategic Support:
- Provide strategic advice to the leadership team on political and regulatory risks and opportunities.
- Support bid teams during auction processes by ensuring alignment with governmental expectations and securing stakeholder backing.
- Contribute to risk assessments, stakeholder mapping, and engagement plans for key markets or projects.
Market Intelligence & Reporting:
- Track trends in energy policy, climate goals, and offshore wind development frameworks.
- Provide regular updates and insights to internal stakeholders on legislative and regulatory developments.
- Prepare and present reports, recommendations, and action plans to senior management.
Qualifications & Experience:
- Bachelor’s degree in Political Science, Public Policy, Law, Environmental Studies, or a related field. A Master’s degree is preferred.
- 5+ years of experience in government relations, public affairs, or policy advocacy, preferably in the energy, infrastructure, or renewables sector.
- Strong understanding of the offshore wind industry and the political, regulatory, and permitting landscape.
- Demonstrated success in influencing policy and navigating complex stakeholder environments.
- Excellent communication skills in Mandarin Chinese and English, with preferable experience in international companies.
- Ability to navigate internal and external complex multi-stakeholder environments and resolve conflicts effectively.
