Windfarm Coordination Services

The Contractor shall provide Services to ensure the safe and efficient coordination of offshore planning and logistical operations at the Site. This will include assisting with the transfer and access of windfarm personnel and equipment to the onshore substation, offshore substations and wind turbines. 

The Operations Coordinator shall work alongside and report to the Client Control Room Supervisor for the duration of the Contract Hours.

Record all Site operational restrictions and input into the Contractors OCC database, Site records and daily planning note.
Ensure all offshore personnel are made aware of the relevant operational restrictions during pre-sail briefs and when transferring control of offshore assets.
Verify Site operational restrictions on a weekly basis.
Participation in the weekly tool box talks and safety talks during the morning briefing with offshore personnel and vessel crews.
All inductions, risk assessments & methods statements and certificates to be verified through the setting to work procedure
Participation in any training required and provided by the Client to support the Contractor in the performance of the Services. 

The Contractor shall:
Have Control Room experience, preferably with knowledge of SCADA and HMI’s. Experience working with marine software (Kraken) and CMMS systems (IFS) would be desirable. Radio experience would also be desirable.
Maintain a watch and log of the offshore Site radio and Automatic Identification System (AIS) tracking (used on vessels) during operation and maintenance (O&M) tasks.
Monitor weather (using Client provided data) and issue regular weather reports to all required parties and communicate with the weather forecast duty forecaster for advice when required. The Controller shall ensure vessels and offshore personnel are aware of deteriorating conditions.
Provide vessel permissions over radio for personnel access and transfer to offshore structures and relevant onshore locations.
Maintain a log of vessel communications on an hourly basis to check status, advise weather and review any offshore observations.
Log and act upon any complaints from local marine stakeholders, such as vessels speeding within the port.
Interact with Eyemouth Harbour Master (or its successor(s)) personnel (shift/operations manager), Eyemouth Harbour (being the Marine Coordination Centre which polices the port where the Site is based), Royal National Lifeboat Institution (RNLI), fishing liaison and local marine stakeholders such as fisherman and any relevant local
coast watch for general offshore safety matters, particularly for the purposes of reviewing any potential vessel movements in the vicinity, vessel breakdowns, any hazards/risks of incidents events offshore or notification of pollution event.
Coordination

The Controller shall assist in preparing a morning brief and advise all Site personnel of the weather and sea conditions for the day ahead and any potential risks.
Provide an overview of all offshore work activities and live restrictions, which may impact offshore activities, from the previous/current day’s daily planning meeting. Provide an overview of any other known marine activities in the port or the windfarm vicinity advised from liaison with local PD Port (or its successor(s)) personnel.
