Based offshore; this scope is responsible for feeding back to the WTG Installation Manager and will be the Client and the Principal Contractor’s primary point of contact for all activities undertaken.

POSITION SCOPE
The offshore rep shall be onboard the Wind Peak and shall act as the Principal Contractor’s (PC) representative and observe the Contractor’s activities associated with load-out, transportation and installation of the WTG’S providing feedback to the onshore teams (WTG package team and Principal Contractor).

The Offshore representative shall observe the Contractor’s performance and represent the WTG package team in matters of HSE, quality, Contractors procedures and programme. The Offshore Rep shall support the WTG Installation Manager with the evaluation and management of risks associated with the WTG Installation package.

The Offshore rep will observe and ensure that the Contractor proactively manages safety and quality. The Offshore Rep shall follow the Safety Policy (including the 8-life saving rules) and initiate the Stop Work process for immediate environment, health and safety or asset safety reasons.

AUTHORITY
The Offshore Representative shall conduct visual inspections of the offshore work in progress and monitor that it is carried out safely and to the required quality. The Offshore Representative’s authority shall be confined to that of CDM duty holder e.g. shall not instruct Contractors, accept or approve Contractor RAMS or procedures

Where requested the Offshore representative will support the PC team in reviewing contractor documentation e.g. RAMS, MOC or procedures. The Offshore Representative has no contractual authority, except for the authority to intervene or stop the operation in case of safety, quality infringements or the procedures are not being followed by the Contractor.

DELIVERABLES
  • To review and agree with the Contractors offshore representative the progress of the works on a daily basis in the form of a Daily Progress Report ( including an accurate daily record of all Transport and Installation activities including but not limited to load-out, transport and installation activities, breakdowns, and weather downtime throughout the execution phase ). Additionally produce an internal Daily Progress Report.
  • Responsible for attending and chairing meetings on behalf of the WTG package and the PC when required.
  • Prompt identification and notification of any construction issue that may arise or have the potential to arise during the works and contributing in resolving any issues where applicable.
  • Management of safety and quality through participation in safety and quality walks on behalf of the PC. This should include identification and reporting any safety-related observations on a day to day basis as well as performing primary duties and raising alerts to any perceived trends relating to HSE risks as they arise.
  • In the event of an incident / accident, following the Emergency response plan and provision of information to support investigation(s) and insurance claims. NOTE – The Contractor will almost always lead on investigation but it is helpful for the PC to have its own information available.
  • Responsible for liaising with the Contractor to ensure compliance with the Construction Phase Plan and with their own HSE plan.
