UK - US FLOATING WIND SUPPLY CHAIN SCHEME LAUNCHES

Applications are open for an initiative aimed at expanding the US market for UK companies developing technology applicable to the floating offshore wind market stateside.

The UK-US Floating Offshore Wind Supply Chain Innovation Bilateral (FLOWB) supply chain programme brings together the Offshore Renewable Energy (ORE) Catapult and Innovate UK, with US partners that include the University of Maine and the National Renewable Energy Laboratory (NREL).

Together they will support UK companies developing exportable technologies to team up with floating wind platform developers in the US and benefit from up to a £1.5m funding pot.

ORE Catapult, NREL and University of Maine have identified four emerging technical innovation challenges that UK companies are ideally placed to solve.

Up to five companies will be chosen through a competitive process to each receive grant funding ranging between £300,000 and £500,000 as well as bespoke technical support from ORE Catapult for 18 months.

Chosen companies will engage with the US partners to develop new and innovative technologies or adapt pre-existing technologies that can be used in testing and demonstration projects.

“UK companies will be able to support the leading floating wind developers in the US and both will benefit from shared learning in this expanding and dynamic area of offshore wind.”

WTG Transport and Installation Manager

Our client is looking for a WTG Transport and Installation (T&I) Manager, who will have overall ownership and management of the WTG Transport and Installation (T&I) elements of an offshore renewables project through its refinement phase, into the execution phase and through to commercial operation. Supported by the wider package teams and other project functions, and responsible to the WTG Package Manager, the Transport and Installation Manager is responsible for the management and coordination of activity to progress the WTG T&I FEED and detailed design scopes, effective contract and commercial planning and management, supply chain engagement and evaluation, execution planning and risk management, pre-construction surveys and data analysis, providing input to any required consenting processes as well as relevant stakeholder engagement in order to maintain the project programme and achieve the key milestones which will initially focus on achieving Financial Close.Key Responsibilities Ensuring that the Safety Family licence (‘if its not safe, we don’t do it’) is the guiding principle within the management of safety, health and the environment and integral to each phase of the project. Implementing the Project SHE charter and management strategy in conjunction with the project stakeholders and the supply chain to provide a simple and effective reference point for the management of health and safety. Ensuring the WTG T&I elements of the Business Case for the project are continually optimised through the Refinement and Execution phases. This will include the comprehensive evaluation of current and future value improvement opportunities and the effective management of risks at all stages of the project. Working with the consent team to ensure compliance with and appropriate discharge of consent conditions. In addition, ensuring contractors are maintaining compliance with agreements inclusive of the offshore lease(s), permits, fisheries and other applicable stakeholder regulatory requirements. Working with the WTG Package Manager and other project functional leads to ensure progress is being made on Key Decisions, Interfaces and Risks, Contract Milestones and design activity in-line with the project programme. Reviewing the build sequence, construction strategy and commissioning plan for the project on a periodic basis to ensure that this is being fully optimised to achieve the key project milestones. Management and coordination of WTG T&I engineering, marine logistics optimisation, marine assurance, MWS management for the project. The WTG T&I Manager will support the development and delivery of the WTG T&I contract packages for the project, and in particular the Wind Turbine Installation Vessel contract, based upon the overall contracting strategy. This will include the comprehensive evaluation of options available and consideration of all emerging technology, vessels, marine spreads and other value improvement opportunities in order to support the development of a fully optimised Business Case. The WTG T&I Manager will act as a focal point for engagement with supply chain work package. The WTG T&I Manager will support the WTG Package Manager to develop resource plans for the package taking into account the requirement for dedicated and shared resources. The resource plan will be aligned with the overall project programme and PEP. The WTG T&I Manager will be responsible for project programme tracking, risk management and ,coordination of all activities for delivery of T&I packages during the execution phase. Evaluating and negotiating Contractor claims, variations and where required settlement agreements, ensuring the best possible commercial terms are agreed for the project. Daily operational contact with MH contractor for the mobilisation, operation and demobilisation of MH. Observation and supporting site coordination for mob- demob – ops orders. Delegated responsibility from Lead Site Manager to leading Site/Inspection Engineers. Prompting good HSE (and Quality) culture and work practices (with support from Client HSE), overseeing HSE on site when Client HSE is not on site. Coordination and controlling of Marshalling Harbour activities, including robust documentation management/administration, including for customs processes. Obtaining and managing relevant permits for onsite works, interim works, vessel movements SIMOPs management of vessel, project work and onshore coordination with Contractor, as per decision authority. Escalating situations outside of decision authority. Highlights site risks, issues, concerns and opportunities against project schedule, budget, contract and operational constraints to Lead Site Manager. Attendance to and participation in handover processes and in/out inspections of component, as delegated and in support of QC. Building project schedules and assessing the budget as delegated Contribute to the development of technical documents and tenders for additional site works Contribute to technical contract negotiations / variations Contribute agreeing timeframes and procedures with the suppliers Preparing the Marshalling Harbour Operation phase and forming the interface to all work packages (incl transportation, installation and supply packages where required), projects, MWS and departments Contribute to the development and improvement of technical aspects, systems, and assets as well as processes within the package Contribute to the development of the Marshalling Harbour organisational setup and management strategy Operational interface management to authorities and governmental bodies Production of Daily Progress Reports on the system. Review and sign off of MH Contractor DPRs (and other onsite works contractors). Interfacing and reporting between site, MH package and interfaces such as transportation, installation, interim works etc. Requirements 3+ years work experience on offshore wind farms in a site management role with strong understanding of site and interface management Relevant transferable education and skills sufficient to perform the Project Tasks High level of interpersonal skill set to facilitate crossproject, cross-package Involvement and interfaces High level of detail focus and interface management Ability to operate autonomously Fluent English speaker, with Dutch and/or German Applicants must reside in the Netherlands
