PHILIPPINE PORTS FUEL OFFSHORE WIND GROWTH

The Philippine Ports Authority (PPA) is collaborating with the Department of Energy (DOE) to fast-track the development of offshore wind (OSW) projects by modernizing and repurposing key port infrastructure. This initiative is aimed at supporting the country's growing clean energy sector.

The PPA will assist the DOE in launching detailed engineering designs and take immediate action to repurpose three priority ports, ensuring they are equipped to meet the installation, commissioning, and operational needs of offshore wind projects.

The designated ports are the Port of Currimao in Ilocos Norte, the Port of Batangas in Santa Clara, Batangas City, and the Port of Jose Panganiban in Camarines Norte.

Energy Secretary Raphael Lotilla emphasized the importance of modernizing port facilities, stating: "The modernization of port facilities will not only accelerate offshore wind projects but also play a critical role in securing the country’s clean energy future and promoting economic growth."

These ports have been identified as critical to offshore wind development due to their proximity to key offshore wind energy service contracts (OWESCs).

The Port of Currimao is located near 13 OWESCs, with a combined potential capacity of 9,489 MW. Of these, three projects are already in the advanced stages of pre-development.

The Port of Batangas is strategically located near 29 OWESCs, with a potential capacity of 24,300 MW. Six of these projects are also in advanced pre-development, having completed significant steps in permitting, licensing, and data collection.

Similarly, the Port of Jose Panganiban is close to 14 OWESCs, with a potential capacity of 8,150 MW, and two projects are in the advanced stages of pre-development.

PPA General Manager Jay Santiago expressed the PPA’s commitment to this partnership, stating: "In recognition of the critical role that port infrastructure plays in the successful delivery of OSW energy projects, we are pleased to inform you that the PPA will be responsible for the feasibility study and infrastructure development of these identified ports."

Secretary Lotilla further highlighted that these ports will serve as essential logistical hubs throughout the lifecycle of offshore wind projects, from installation to decommissioning. Upgrading these facilities will position the Philippines to meet the growing demands of OSW projects, contributing significantly to both energy security and economic stability.
