Onshore Landfall Principal Contractor Representative

Our client are a global offshore wind developer and are looking to grow their onshore cables team with the appointment of an Onshore Landfall Principal Contractor (PC) Representative.
 
  • Provide day-to-day PC on-site representation and coordination for landfall and nearshore onshore works, reporting daily and weekly to Site Manager and project stakeholders.
  • Support site establishment, contractor coordination and sequencing for HDD/DP, trenching, ducting, cable pull-in, jointing and testing of 2 x 320 kV export cables.
  • Implement, operate and maintain the Principal Contractor Construction Phase Plan /Safe System of Work (SSoW), ensuring it is current and reflects live operations.
  • Operate and manage the Permit-to-Work (PTW) system: issue permits as authorised for high-risk activities (hot works, confined space, lifting, excavations, electrical isolations/LOTO, diving support), maintain the live permit register, coordinate permit handovers for 24-hour operations, monitor permit compliance and audit permit records.
  • Support the Temporary Works Coordinator (TWC) maintain the Temporary Works
  • Register, ensure designs/checks/approvals are in place, review temporary works RAMS and drawings, coordinate inspections and suspend/remove unsafe temporary works.
  • Have HSE oversight: conduct inspections, monitoring and audits; raise Early Warnings for developing HSE/environmental trends; instruct stop-work for immediate significant HSE or environmental risks; support incident response and investigations.
  • Manage marine/onshore interfaces: coordinate vessel operations, transfers and nearshore simultaneous operations with Marine Coordinators; maintain marine coordination logs.
  • Review, accept (on behalf of PC where authorised) or escalate written instructions, method statements and RAMS; advise on workable methods and adapt to daily changing site conditions.
  • Verify contractor competence, manage site inductions and maintain training/certification registers.
  • Maintain quality processes: inspections, test records, red-line and as-built drawings and handover documentation.
  • Liaise with client, Principal Designer, local authorities, landowners and statutory environmental bodies to ensure planning, ecological and permit compliance.
  • Prepare and provide construction reports and inputs for project reporting and participate in, or chair, daily and weekly coordination meetings (Onshore Site Manager,  GSM, OSM, Marine Coordinators, Permit Coordinators and Contractors).
  • Daily on-site status report (activities, permits issued/expired, safety observations, critical actions) — daily
  • Weekly coordination report (progress vs plan, HSE/environment trends, interface risks, outstanding actions) — weekly
  • Monthly construction input for Project Report (consolidated progress, KPIs, HSE trends, quality status, Early Warnings) — monthly
  • Construction Phase Plan / SSoW updates and review records — as required / baseline at mobilisation
  • Live PTW register and permit issue/close-out packets (signed RAMS, competency evidence, isolation verifications) — continuous / per activity Temporary Works Register with design checks, approvals, inspection records and close-out evidence — maintained / issued on request and at handover
  • Inspection & audit records (safety, quality, temporary works inspections), non-conformance reports and closure evidence — continuous
  • Marine coordination logs and vessel interface communications (daily movements, start/stop notices) — daily during marine operations
  • Written instruction review/acceptance records (comments, approvals, escalations) — as submitted
  • Incident/near-miss reports, investigation findings and corrective action close-out evidence, as required within statutory/contractual timescales
  • Quality deliverables (inspection/test certificates, jointing and system test records, red-line/as-built drawings) — at milestone completions and handover
  • Environmental compliance records and liaison evidence with statutory bodies and landowners, continuous Action register (corrective/preventative actions with owners, due dates and closed-out evidence

Requirements
  • CSCS (Construction Skills Certification Scheme) minimum
  • SMSTS (Site Management Safety Training Scheme)
  • Temporary Works Coordinator certification.
  • All GWO’s including medical with Chester step test would be advantageous
  • NEBOSH General or Construction Certificate or IOSH Managing Safely
  • Marine VHF Short Range Certificate would be advantageous
  • Degree or HNC/HND in Civil, Mechanical, or Electrical Engineering (or equivalent experience).
  • Full UK driving licence.
  • Proven experience in onshore construction management within offshore renewables, power transmission or major civil engineering projects, including landfall (HDD/DP), trenching, ducts and marine-to-land interfaces
  • Demonstrable HSE leadership and track record of safe delivery · Experience managing multidisciplinary teams (civils, drilling, electrical) and marine contractor interfaces
  • Knowledge of CDM (2015) duties and UK H&S, environmental permitting and planning constraints
  • Experience in work preparation, sequence planning, simultaneous operations assessment, quality and environmental management
  • Excellent written and spoken English and strong stakeholder management skills.
