Philippines Launches Offshore Wind Auction
The Philippines’ Department of Energy (DOE) has taken a major step in advancing its renewable energy goals by launching the Fifth Green Energy Auction (GEA-5)—the country’s first auction dedicated exclusively to offshore wind. The initiative aims to award 3,300MW of capacity for development between 2028 and 2030, marking a significant milestone in the Philippines' clean energy transition.
GEA-5 focuses specifically on fixed-bottom offshore wind, a technology selected by the DOE for its maturity, cost-effectiveness, and proven scalability in global markets. This strategic decision ensures that the Philippines can begin delivering offshore wind power on a reliable timeline, while laying the groundwork for future advancements in the sector.
While floating wind remains part of the country’s long-term energy vision, the DOE noted that commercial readiness in that segment still faces challenges. In the meantime, fixed-bottom projects are well positioned to succeed under current market and infrastructure conditions.
GEA-5 aligns with the Philippine Energy Plan 2025–2050 and the National Renewable Energy Program, reinforcing the country’s commitment to expanding clean energy capacity and building a sustainable energy future.
This landmark move positions the Philippines as a leader in Southeast Asia’s offshore wind development, opening doors for innovation, investment, and regional supply chain growth.
