Germany’s Offshore Wind Auction Highlights Challenges – But Onshore Shows Record Growth
Germany has announced the results of its second offshore wind auction in 2025. Two centrally predeveloped North Sea sites with a combined capacity of 2.5 GW were on offer. However, no bids were submitted, highlighting clear concerns around the current auction design. The uncapped negative bidding system and lack of revenue stabilisation make offshore projects financially risky, limiting industry participation.
Despite these offshore challenges, Germany’s wind sector continues to thrive. Onshore wind achieved a record first half in 2025, reinforcing the country’s strong foundation in renewable energy. Wind energy already accounts for 30% of all electricity consumed in Germany, contributing to competitive electricity prices, energy security, and industrial resilience across Europe.
The offshore auction results echo trends seen across Europe, where many countries are moving toward 2-sided Contracts for Difference (CfDs) to stabilise revenue, reduce financing costs, and attract developers. Germany’s commitment to renewables, combined with our global network of partners and insights, positions us to navigate these evolving market dynamics and continue supporting successful wind projects worldwide.
