Germany to Rethink Offshore Wind Auction Blueprint in the North Sea

Germany is accelerating a review of its offshore wind development plan, a move that could reshape upcoming North Sea auctions and impact the country’s long-term clean energy strategy.

The Federal Ministry for Economic Affairs and Climate Action (BMWK), the maritime authority BSH, and the network regulator BNetzA are jointly revising the Offshore Wind Land Development Plan (FEP). Traditionally updated every three to four years, the 2025 edition is now set to be refreshed by early 2027 at the latest.

 


 

Wake Effects and Site Adjustments

Authorities are expected to reassess site spacing in order to manage wake effects, which reduce the efficiency of turbines located too close together. This could mean greater distances between wind farms and potentially the removal of some zones further offshore.

The review follows Germany’s Energy Monitoring Report, which projected lower electricity demand by 2030 and prompted the government to propose adjusting its offshore wind targets, currently set at 30GW by the end of the decade.

 

Balancing Targets and Energy Yield

Industry stakeholders, including BWO trade association, have called for a stronger focus on energy yield and efficiency rather than simply gigawatt capacity. Proposals on the table include introducing a Contract for Difference (CfD) mechanism, with new auction rules expected to be coordinated by 2026 ahead of the next tender round.

 

Cross-Border Offshore Wind Potential

Germany is also exploring cross-border offshore wind opportunities. Talks are already underway with Denmark regarding projects in the Baltic Sea, with discussions on potential North Sea zones in progress. While these early-stage plans are not yet part of the revised FEP, future updates could expand to include projects outside the German EEZ.
