About the Role
LSP are supporting a client who have an opportunity for a Lead Project Engineer to join their Offshore AC Project Engineering team to help drive forward our Island and Offshore projects and successfully deliver a network for Net Zero. Our Island and Offshore projects facilitate the connection to our HVDC systems and include state-of-the-art AC plant, grid control and stabilisation technology.
The role would sit within the AC Offshore Engineering Team as an embedded Contingent Worker, supporting a portfolio of projects and reporting to an Engineering Manager.
The primary purpose of a Lead Project Engineer is to:
- Co-ordinate between engineering disciplines,
- Co-ordinate between engineering and other project stakeholders, and
- Manage design risk and interfaces as part of the Principal Designer team.
Key Responsibilities
Key responsibilities for the role include:
- Co-ordinate engineering inputs/outputs for project development, through optioneering and initial design phases, to delivery, including:
- Chairing of regular engineering meetings to drive design and supporting collaboration between engineering disciplines
- Chairing of regular engineering risk meetings to identify and manage engineering and quality risks and opportunities
- Drive design maturity and delivery of scope to required quality and programme, including input to programme
- Ensure compliance with relevant specifications & policies; where compliance is not possible, support resolution of the issue through Deviation from Specification process
- Management of design changes in line with change control process and preparation of relevant forms and documentation, as required
- Coordinate disciplines to complete various engineering deliverables at relevant gates
- Coordinate information gathering for Works Information (WI) packages
- Manage the Technical Query (TQ) register for engineering during delivery
- Coordinate and see that all contractor deliverables are reviewed and signed off
- Leading and coordinating tasks and deliverables required at each Gate, as per Large Capital Projects Governance
- HAZID / HAZOP / HAZCON (see risk management),
- Design Authority Review, and
- Technical Authority Review (as required).
- Preparation of key gate documentation including the Design Management Plan, Design Risk Management Index (DRMI), and Design Authority Report
- Escalation to Senior Engineers and Engineering Managers for engineering decisions and risks
- Support Project Assurance Reviews (PAR) by submitting key documentation and responding to feedback 1.2.2. Stakeholder relationship management and coordination
- Build and maintain productive and enduring relationships with Contractors, Consultants, Stakeholders, and Communities to support the sustainable delivery of projects
- Act as the main engineering point of contact for project stakeholders, attending wider calls as required
- Serving as a point of escalation for discipline-related issues to project stakeholders (Network Engineering, Operations, System Planning and Investment, etc.) 1.2.3. Design risk management
- Promoting and managing safety within assigned projects through the implementation of CDM procedures and practices, supporting delivery of the role of Principal Designer by the Engineering Manager or duties delegated, on assigned projects including:
- Identifying, eliminating or controlling foreseeable risks by taking into account the principals of prevention and capture information in risk registers and H&S file information
- Ensuring designers carry out their duties and the designs follow the principles of prevention
- Responsible for ensuring that the DRMI (including the Designers Risk Assessment and hazard drawings) is maintained by designers with design assumptions, decisions, and any significant and unusual project-specific health and safety hazards
- Preparing and providing relevant information to other duty holders
- Ensure that all duty holders cooperate with each other during the Pre-Construction Phase
- Supporting and facilitating HAZID reviews; Support and contribute to HAZOP and HAZCON reviews
- Where appropriate, supporting the review of temporary works or RAMS produced by others to ensure the engineering issues are understood, risks suitably mitigated, and compliant with relevant legislation
- Coordination and management of ESQCR risk assessment process with respect to relevant standards 1.3. Requirements for the Role 1.3.1. Business Knowledge
- Strong technical knowledge in core discipline, with good awareness of all technical disciplines across projects including:
- Civil
- Cable
- Protection and Control
- Substation
- Plant
- Building Services
- An awareness or appreciation of FACTs technologies is advantageous
- Good understanding of and ability to develop and maintain strong relationships with teams external to Project Engineering, including but not limited to Project Management, Subject Matter Experts, Operations and Transmission Planning
- Good appreciation of legal and regulatory obligations for Transmission Network Owners
- Good appreciation of LCP/Stage Gate governance and engineering processes
- Good understanding of and ability to establish relationships with consultants and key stakeholders 1.3.2. Essential Functional/Technical Skills
- Degree in appropriate engineering discipline and preferably a Chartered Engineer or working towards this
- Good technical knowledge of the UK GB Transmission network, with technical understanding of core elements, and understanding of facilitating functions and interactions between functions
- Good technical knowledge of relevant legislation, including CDM & ESQCR, and their implications for Transmission network management for both Assets and Projects
- Good technical knowledge of industry standards and specifications, and how to determine applicability of relevant standards; experience and knowledge of SHE Transmission technical specifications advantageous
- Ability to communicate complex technical issues in a clear and concise manner to facilitate decision making by senior management
- Ability to cascade and implement shared learning
- Appreciation of the application of NEC3 contracts 1.3.3. Competencies
- Diligence and ability to determine critical technical issues and prioritise, where necessary, over less critical issues
- Ability to guide work, including outputs, to inform relevant audience
- Strength of character to ensure critical technical matters are addressed by project teams, potentially in face of other priorities and challenge, e.g. schedule, budget, technology readiness level
