Commissioning Activities

• Review of design documentation and protection philosophies, including protection settings

• Pre‑commissioning inspections and checks, including visual inspections, wiring verification, and insulation resistance testing

• Functional testing activities to include:

  • End‑to‑end scheme functionality verification
  • Protection relay testing via secondary injection, including full end‑to‑end testing
  • Verification of all interlocking and intertripping schemes
  • Testing and validation of SCADA signals and telemetry in accordance with IEC 61850
  • Primary injection testing of CTs, including magnetisation curves and lead burden measurements
  • Primary and secondary testing of VTs
  • Functional testing of transformer protection relays

• Transformer oil sampling, testing, and analysis

• On‑load tap changer (OLTC) functional testing

• Witnessing of local SATs conducted by the grid transformer manufacturer

• Support for grid transformer and feeder energisation activities

• Fault simulation testing and validation of protection coordination

• Production of final commissioning reports, including red‑line mark‑ups

Deliverables

• Provision of a Lead Commissioning Engineer
• Preparation of commissioning test plans and method statements
• Development and management of commissioning ITPs
• Completion of test sheets and commissioning records
• Ongoing interface with the client’s project team
• Issue of as‑commissioned protection settings
• Mark‑up of drawings and associated documentation
• Maintenance and reporting of defects and punch‑list items
• Compilation and issue of the final commissioning report
• Preparation and delivery of handover documentation to the client/operator
• Attendance at Commissioning Panel Meetings
