Regional General Manager, Offshore Project Controls & PMO
Summary
The Regional General Manager, Offshore Project Controls & PMO, is responsible for establishing and leading a regional PMO that supports offshore wind projects across the full lifecycle from development through execution and handover.
The role drives governance, cost, schedule, risk, change control, and performance reporting, ensuring consistency, transparency, and high-quality decision-making. Acting as a strategic partner across Development, Execution, Finance, Investment, Procurement, Engineering, HSE, and Operations, the position embeds financial discipline, integrated systems, and collaborative delivery.
This leader will build and manage a high-performing, multi-country team to enable predictable outcomes and improved capital efficiency across a complex offshore portfolio.
Key Responsibilities
- Establish and lead a regional PMO framework aligned with offshore project delivery
- Define and implement project controls standards, governance, and assurance processes
- Oversee cost, schedule, risk, change control, and performance reporting across projects
- Ensure consistency of project controls practices across countries and project phases
- Deliver clear, data-driven reporting to senior leadership and key stakeholders
- Partner with Finance and Investment teams on budgeting, forecasting, and cost control
- Drive continuous improvement, digitalisation, and integration of PMO systems and tools
- Analyse project performance to identify risks, trends, and efficiency opportunities
- Lead, mentor, and develop a high-performing regional team within a matrix organisation
- Foster a collaborative “one team” culture across Development, Execution, and Operations
Requirements
- Bachelor’s degree in Engineering, Project Management, Finance, or related field
- 12+ years of experience in project controls, PMO leadership, or project management
- Experience in offshore wind, energy, or large-scale infrastructure projects
- Proven leadership of regional or multi-country teams
- Strong expertise in cost control, scheduling, risk management, and governance
- Solid financial acumen, including budgeting, forecasting, and cash flow management
- Experience with enterprise systems (e.g., Primavera P6, MS Project, Business Central, Anaplan, SharePoint)
- Strong analytical, stakeholder management, and communication skills
