The Deputy Offshore Site Manager (DOSM) will have shared responsibility for the management of the site establishment and works co-ordination for the Offshore Site including foundations, cable, WTGS and Offshore Converter Platform.
The Deputy Offshore Site Manager functionally reports to the Offshore Site Manager and has responsibility for the day to day management of the offshore site construction activities. The role also includes management of the Offshore Site Management Team (OSMT) resident on the SOV. The Offshore Site Manager may delegate to the Deputy Offshore Site Manager elements of the site management tasks necessary to fulfil the role of Principal Contractor under the CDM Regulations 2015 for offshore construction activities. The DOSM will also need to be trained to the level of Temporary Works Co-ordinator and be appointed by the Designated Individual (DI).
 
The role requires extensive experience of the management of offshore wind farm construction, including a thorough understanding and appreciation of the Principal Contractor duties under the CDM Regulations. The DOSM will be the senior person working offshore and the first port of call for Contractors working in the site. The DOSM will work alongside the Offshore Site Manager, Marine Operations Lead, Offshore Services Package Manager and the Health and Safety Manager and will be supported by the Construction Coordination team.
 
Responsibilities
  • Offshore site management activities with respect to the offshore works including, Health, Safety, Environment, Security, Maintenance Pre-Handover and team management.
  • Senior PC and OSMT representative on board SOV
  • PC representative offshore and responsible for daily works coordination
  • Reporting to OSM
  • Primary point of delivery/reference offshore for all Principal Contractor procedures and processes.
  • Responsible end user of General Authorisation to Work (GATW) system (Check vs RACI matrix)
  • Immediate Principal Contractor offshore Tactical incident coordination/management responsibility. Escalation to OSM/GSM as required.
  • Liaison where applicable with the Project Managers and their respective Package Managers who are fully responsible for the installation of their components of the wind farm.
  • Liaison where applicable with the Commissioning Manager who is responsible for operating the HV Safety Rules for all energised plant.
  • Fulfilling project requirements under the project controls and governance system.
  • Reporting to the Offshore Site Manager on a routine basis and by exception all incidents, organisational, risk and programme status and issues.
  • Liaison with the OVM with matters relating to the SOV and communicating where necessary with the OSM.
  • Assist with the establishment and maintenance of the Offshore Site Safe system of work including access management (GATWs), safety from the system, marine coordination, communications, emergency response and rescue, welfare, waste management, maintenance pre-handover etc.
  • Carry out review on contractor documentation in line with the requirements of the CPP.
  • Where necessary carry out a review of proposed MOC and escalate to OSM as required.
  • Carry out proactive work place inspections and challenge working practices as necessary and escalate to the OSM.
  • Ensure that the duties of the Principal Contractor are fulfilled for the Offshore Site under CDM including:
  • Plan, monitor and manage offshore construction until handover to Operations.
  • Ensure a system of site coordination meetings and reporting.
  • Ensure the Construction Phase Plan and Site rules are written, distributed to contractors and maintained.
  • Ensure suitable welfare facilities and in place and maintained.
  • Ensure Contractors’ Health & Safety Plans are sufficient and suitably maintained.
  • Ensure Contractors Environmental Management Plans are maintained.
  • Carry out competence assessments to ensure competence of all appointees.
  • Ensure suitable Risk Assessments and Method Statements are in place.
  • Ensure a safe system of work offshore incorporating the HV Safety Rules is operated.
Certifications
  • All GWO offshore modules including Enhanced First Aid
  • HUET with CA-EBS (Note A valid and in-date Fit To Train certificate is required)
  • Hold an OGUK Medical including Chester Step Test (or equivalent fitness test)
  • High level safety qualifications such as NEBOSH or IOSH Managing Safety
  • CDM related qualifications an advantage
  • Temporary Works Co-ordinator trained
Other Requirements
  • Strong coordination and leadership skills, highly motivated, confident, and resourceful.
  • Proven track record managing offshore site construction and coordination on Offshore Wind Farms.
  • Proven knowledge and experience in the operation of SSoW to facilitate construction and commissioning activities
  • Knowledge, experience, or formal training in emergency response management
  • A degree or further education in Engineering or equivalent would be an advantage.
  • An excellent understanding of marine management, construction practices, heavy lifting and HV commissioning.
  • The ability to control and enforce CDM (2015) and Health and Safety requirements.
  • The capability to work within a team and to manage competing demands from the project.
  • The ability to work remotely and self-motivated.
  • Excellent communication skills, able to communicate effectively within a team.
  • Fluent spoken and written English
  • Willingness to work offshore (transfer by ship and helicopter, working at sea)
