As a work-seeker, you can choose three different ways of working with LSP when providing your services in the UK. There are different reasons why you might choose one way of working over another – each contract type varies in terms of what pay rate you will receive and what benefits (if any) you are entitled to. Ultimately, it is up to each work-seeker to determine which way of working suits you best as LSP cannot advise you on which option you should choose.In simple terms, LSP engage temporary workers providing their services in the UK under one of the following three models:1. PAYE (PAY AS YOU EARN)&nbsp;A PAYE worker is an individual engaged on a contract for services (not a contract of service i.e., employment contract) to work temporarily via LSP for an end client. This category of worker is generally identified as an “agency worker” and is within scope of AWR. LSP deducts PAYE tax and NI insurance at source and pays the temporary worker a net sum.&nbsp;2. UMBRELLA COMPANY&nbsp;An Umbrella Company is a UK company that employs workers on an over-arching contract of employment and provides these workers to LSP and LSP in turn provide the workers to LSP’s end client. The worker in this scenario is also classified as an “agency worker” for the purposes of AWR. LSP pays the approved Umbrella Company gross for the hours worked by the worker, and the Umbrella Company makes all relevant tax and employment deductions before paying the worker a net sum. PERSONAL SERVICE COMPANY (PSC)&nbsp;A personal service company is a UK Limited Company that is owned and managed by the individual providing the services to the end client. Founded in 2019, Ecolog is a climate change community where businesses and members come together to be part of the journey to zero carbon. One of the best tools to fight climate change is to plant trees, and Ecologi gives you the tools to subscribe and participate in tree planting. Contributions have also helped fund a range of certified carbon avoidance projects, including power generation projects in India and small onshore wind projects in Sri Lanka. Welcome to the Offshore Wind Supply Chain Adventure!
As lead of our recruitment team specialising in supporting into the Tier 1 / Supply Chain within Offshore Wind, I thought it prudent to take a deep dive into the supply chain that powers those majestic wind turbines you see spinning out at sea. Think of it as a thrilling treasure hunt, where every step is crucial to harnessing the power of the wind.
It all begins with Planning and Development.
Picture a team of intrepid explorers, engineers, environmentalists, and surveyors mapping out the perfect spot on the ocean. They study the wind patterns, seabed conditions, and marine life, making sure everything is just right. It's like choosing the ideal plot for a new, high-tech neighbourhood!
Next, we have Manufacturing and Assembly. 
Here, the magic happens in massive factories where wind turbines are born. Picture enormous turbine blades being moulded in separate halves before being glued together and finished off by hand by highly skilled specialists, tower sections starting as sheet steel before being rolled and cut and welded ahead of final assembly offshore, and nacelles, the heart of the turbine being manufactured in huge assembly facilities overseeing the nacelle casing, drive chain, electrical and Yaw assembly. These components are then transported to ports, ready for their ocean voyage. It&rsquo;s like assembling the ultimate Lego set, but on a grand scale!
Enter Transportation and Logistics. 
Our turbine components embark on an epic sea journey, carried by specialised vessels designed to handle their massive size. Imagine a fleet of superheroes, each with a unique power to transport, lift, and install these gigantic pieces with precision.
Now comes the exciting part: Installation and Commissioning.
Skilled crews work around the clock, battling the elements to install monopiles, jackets and turbines on the seabed. It&rsquo;s an underwater ballet of cranes, divers, and advanced robotics, ensuring each turbine stands tall and proud, ready to catch the wind. Think of it as planting an enormous, mechanical forest in the ocean.
Finally, we reach Operation and Maintenance. 
The turbines are up and running, generating clean, renewable energy. But the adventure doesn&rsquo;t end there! Dedicated teams monitor and maintain these giants, ensuring they operate efficiently for years to come. It's a 24/7 commitment, like having a team of pit crews ready to keep the race cars zooming.
The offshore wind supply chain is a marvel of modern ingenuity, and engineering collaboration. Each stage is a crucial piece of the puzzle, working together to harness the power of the wind and bring sustainable energy to the world. Q2 was an exciting and dynamic period for us at LSP Renewables, particularly within the Offshore Wind sector. Let's delve into the highlights and achievements that marked this quarter.
Offshore Wind: Catching the Breeze!
The second quarter of the year saw the offshore wind industry sailing full speed ahead! New projects sprouted up like wildflowers in spring. Europe led the charge, with the North Sea looking like a forest of wind turbines. The UK and Germany announced ambitious expansions, while the U.S. East Coast wasn't far behind, with states like New York and Massachusetts lighting up their maritime horizons.
Cable Installation: Connect the Dots!
Cable installation was a game of connect-the-dots but on a grander scale. Underwater cable-laying ships buzzed around like busy bees, ensuring that all those wind turbines had their electrical lifelines in place. The buzzword? HVDC (High Voltage Direct Current). Companies showcased new, super-efficient cables, promising less energy loss and more bang for the buck.
Subsea and Survey: Mapping the Future
Q2 was a dive into exciting developments for subsea and survey work in offshore wind. The industry saw advanced underwater robots and drones taking center stage, mapping the seabed with pinpoint accuracy. These high-tech tools are crucial for laying the groundwork (or seabed!) for new wind farms, ensuring optimal placement and stability.
Cutting-edge sonar technology and 3D imaging became the new norm, helping teams to navigate complex underwater terrains and spot potential obstacles. Environmental assessments also got a boost, with new methods for monitoring marine life and ensuring eco-friendly project execution.
In essence, Q2 was a tech-fuelled adventure beneath the waves, with subsea and survey innovations paving the way for the future of offshore wind energy.

Vessels: The Sea Giants
The vessel industry had a blockbuster quarter. Giants of the sea, custom-built for wind farm construction and maintenance, launched with much fanfare. Innovations in vessel design promised greater stability, efficiency, and eco-friendliness. Think of it as the maritime version of a car show, but with ships that can carry entire wind turbine components across oceans!
Norwegian ship designer and shipbuilder VARD has launched Prysmian&rsquo;s new cable laying vessel (CLV) Monna Lisa, sister ship to Leonardo da Vinci, coming a step closer to delivery in 2025. Monna Lisa, in which Prysmian decided to invest in 2022, will match Leonardo da Vinci for capacity and performance and will boast two carousels of 7,000 and 10,000 tons, the highest capacity in the current market.
NorthStar has secured a contract with Siemens Gamesa to build a hybrid service operations vessel (SOV) bound for long-term charter at the East Anglia THREE offshore wind farm development. This adds an eighth hybrid offshore wind ship to the organisation&rsquo;s renewables fleet since it expanded into the market two-and-a-half years ago, and another notable benchmark on its strategic journey to add 40 SOVs to the business by 2040.
Maersk Wind Installation Vessel (WIV) is currently under construction in Singapore at Seatrium with a crane capacity of 1,900t and a lifting height of 180m this vessel is set to meet the demands of the new class of offshore turbines.
Cadelar have confirmed an order for a third A-Class Jack Up Vessel the Wind Apex due to join their fleet. Cadeler already has two P-class, two M-class and two A-class vessels under construction. This third A-class vessel is set to be delivered in H1 2027.
NKT is currently expanding its fleet by adding a second cable-laying vessel, NKT Eleonora, to meet the growing demand for offshore power cable solutions. NKT Eleonora is scheduled to become operational in 2027.
WTG Manufacturers: Spinning Success Globally
Q2 saw WTG manufacturers around the world turning heads and turbines! The big names: Siemens Gamesa, GE Vernova, Vestas &amp; Ming Yang continued to lead the pack, rolling out larger and more powerful turbines that promise to capture even the faintest breeze.
The SG 14-222 DD turbine takes its first commercial outing on Moray West Offshore Wind Farm (OWF).&nbsp; Vestas are rallying behind the scenes with their V236-15.0 MW turbine being readied for He Dreiht OWF. These two turbines alone increase the capacity of the previous generation platforms by 3MW and 5MW respectively!!!
Exciting recent news of Ming Yang being confirmed supplier for the Waterkant OWF with their flagship turbine offering a capacity of 18.5MW, set to be installed in 2028! The highest capacity set for commercial installation in the EU&hellip;..so far!
Tech Upgrades: Bigger, Better, Greener Innovation was the name of the game, with new models boasting taller towers, longer blades, and smart tech integrations. Imagine wind turbines as skyscrapers with helicopter-length blades, all while being greener and more efficient than ever.
Global Reach: Winds of Change From the North Sea to the coasts of Asia, manufacturers expanded their global footprint. China and the U.S. ramped up their offshore wind efforts, with new partnerships and mega-projects on the horizon.
Atlantic Shores 1&amp;2 Record of Decision approving the JV between Shell &amp; EDF to build up to 195 Turbines. The Australian Government awarded Ocean Winds, EDP Renewables and Engie&rsquo;s joint venture dedicated to offshore wind energy, a license to potentially develop up to 1.3 GW off the coast of Gippsland.
The European Commission has approved, under the EU Merger Regulation, the creation of a JV between Mitsui &amp; Co, Osaka Gas Co, and RWE Offshore Wind Japan. The consortium has been formed to construct and operate an 684MW offshore windfarm in Japan
Future Forward: Wind Wonders Manufacturers teased future designs, hinting at floating turbines and even larger offshore giants. The race is on to harness wind power like never before, making Q2 full of progress and promise.

Q2 Summary
In short, Q2 was a whirlwind (pun intended) of activity in the offshore wind sector, with impressive strides in cable installation and some show-stopping vessels joining the fleet. Q2 was a dynamic period for WTG manufacturers globally, with ground breaking innovations and expansions setting the stage for a wind-powered future.

Welcome to LSP Quarterly Directors Report, an opportunity to reflect on the Q1 2024, to share our findings and give you our thoughts on the&nbsp; Renewable Energy market so far this year. In this quarter's instalment, we are excited to showcase the perspectives of our Global Sales Director, Seth Hunt, offering a comprehensive view of the renewable energy landscape in the first quarter of 2024. Alongside industry updates, Seth's insights shed light on the latest developments, challenges, and successes within the renewable energy sector.
 
Time to Globalise Supply Chain?
For several years, the strain on the industries supply chain, funding, risk inheritance and capacity to build has been growing. It has now hit a critical point resulting in awarded projects simply deemed unfinanceable and falling short of achieving FID. Due to these economic and logistical factors, developers and owners are considering viable and validated supply chain partners outside of Europe, to deliver their projects. EU based OEMs and Major EPCs continue to struggle under the demands of the sector, resulting in bottlenecks. These delays are contributing to many European and EU countries currently tracking at 80-85% realisation, and thus being at risk of falling short of their 2030 Net Zero targets. With an ever-increasing demand for capacity, and steep targets to achieve net zero, will 2024 be a year of exploring new frontiers in the supply chain?

Money, Money, Money
After a reduced market spend in Q4, Q1 proved a resurgent period for Global Investors proving the renewables sector continues to flourish. Showcased by Macquarie with an acquisition of (Enel Green Power Hellas &euro;250m), CIPs acquired a majority stake of (Elgin Energy &pound;250m) and Stonepeak investments trio of deals to acquire (50% stake of Dominion Energy&rsquo;s CVOW project), $300m stake in &Oslash;rsted&rsquo;s onshore portfolio and an 80% acquisition of TerraWind renewables APAC onshore portfolio. Then comes BlackRock&rsquo;s $3bn + stock acquisition of GIP to create a World Leading Infrastructure Private Markets Investment Platform. There is no doubt the global outlook for investment and capacity within our sector is in a strong position. The increased certainty of continual long-term Investment across established renewables technologies and improving confidence in emerging avenues including BESS and Hydrogen has translated into increased opportunities for those working in the renewables sector. Experienced professionals can expect to be offered a variety of opportunities with a more diverse and dynamic employment pool than ever before.

The Price Is&hellip;... Wrong.
Having attended several conferences and seminars already this year a prominent topic has been the fallout of the disastrous and foreseen AR5 auction round, the lessons learned, and the solution. The UK is not alone with many calling for transparent two-way CFDs, In Europe the Wind Power Package presented by the EU last year will address many issues including poorly designed auctions in an attempt to kickstart the industry but it will take time to bed in. With many disgruntled parties involved in the 2023 process, Germany will follow the same &lsquo;dynamic auction&rsquo; system utilised in last year&rsquo;s 7GW round in the current 2.5GW round with bids to be submitted by June this year. Surely the answer is more consistent and collective Government liaison work so that bidders are not wasting time and resources in auctions that are not deliverable and financially sustainable.

Consolidation &ndash; A Sustainable Choice
Q1 has seen a quiet start to the year for many of our clients who have experienced significant growth in personnel and portfolio in recent years. On the run into the end of the financial year Q1 has proven to be a good time to take stock and assess the progress that has been made whilst planning their next move. It is a privilege to work with clients closely enough who share their outlook and long-term strategy meaning that LSP Renewables and talent we attract have characteristics remain highly engaged. As mentioned previously with so many projects falling short of FID and no doubt more to come assessing the risk in one&rsquo;s own portfolio before embarking on new opportunities is a responsible approach, will ensure long term sustainability and assurance of project delivery. The sector requires sustained growth and with so many more auction rounds in established markets and new locations to come this year we are expecting a busier second half of 2024.

Talent Shortage
Yes, working in recruitment sales I would mention talent shortage, wouldn&rsquo;t I?
However, I am not the only one talking about this, it is a prominent topic at every industry event I have attended and a serious concern to those who are building corporate teams or attempting to deliver projects. Talent/Skills shortage in renewables has been an issue since I started in the sector in 2009 and the demand for experienced workforce has increased ever since. As mere recruiters we can only do so much and I would advise all companies to consider staff retention schemes, promotion opportunities, graduate programmes, training, relocation, and repatriation. Emerging Markets
It is incredibly satisfying to see new and emerging markets become prominent players in renewable energy. LSP has long supported our clients' first steps in new markets across the globe. To see the significant and sustained growth in countries like Lithuania over the past 2 years and with many MOmarket-leadingU&rsquo;s signed in Q1 to explore offshore wind in Greece, Philippines, Vietnam, Brazil, and Canada to name a few the future of the market and opportunities continues to look promising.
Connection Issues
Despite the huge contribution and potential capacity Onshore Wind and Solar can offer to our NetZero goals Governments &amp; Grid operators across Europe cannot align meaning Grid connectivity issues remain with little hope for resolution. With the false dawn for many onshore wind and Solar developers being assured of grid connection quicker than expected it turns out some will not be able to distribute power to consumers for up to 15 years in the future. Each country has its own issues, some require more thorough grid forecasting, others require critical infrastructure work to accommodate the significant surge in Solar and I am sad to report the UK has the longest queue to connect to the electricity grid of any country in Europe. As per a recent report these issues are currently resulting in a misalignment of 200GW capacity across 19 European countries which will affect their individual ambitions to achieve 2030 Net Zero targets.

WIND EUROPE CONFERENCE 2024! 

As the year comes to an end, and we look back over a successful 2023, it&rsquo;s time to keep pushing forward and supporting the rapidly growing renewable energy industry.&nbsp;
It is safe to say that 2023 was the solar market's best year to date, while the wind industry faced several sweeping challenges with labour and financial costs, project delays and transmission limitations, but nevertheless installed another global capacity of 906GW, representing a 9% growth rate according to the <a href="https://gwec.net/globalwindreport2023/#:~:text=Total%20installed%20global%20capacity%20grew,%2Dyear%20growth%20of%2015%25.">Global Wind Energy Council 2023 Global Wind Report.</a>
2024 is here, and the industry has another year of project developments, operational sites, and record-breaking numbers in store.&nbsp; Throughout the article we will look at the technological developments, and investment/policy trends that we could expect to see over the course of the next year.
Solar &amp; Wind
Transforming enhancements are set for both the solar and wind industry over 2024, with bifacial solar panels that capture sunlight on both sides, and large-scale offshore wind turbines are just the start.&nbsp; Wind and solar advancements will allow for the capturing of renewable energy sources more efficient and competitive with traditional energy sources.&nbsp; The industry will increase across more countries, with Canada, the US and China being just a few of those rapidly expanding their offshore capabilities.
Green Hydrogen
Green Hydrogen produced from renewable sources is expected to becoming a vital energy carrier as further developments are made in electrolyzing technology, significantly improving the efficiency and cost of green hydrogen production.&nbsp; This advancement will mark an important step in diversifying renewable energy applications and highlight a broader transition to sustainable energy systems.&nbsp;
Energy Storage
Innovative storage solutions like solid-state batteries and gravity-based storage systems is expected to be closely tied with the growth of renewable energy in 2024.&nbsp; With higher energy densities, longer life spans and sustainable storage options, energy storage is crucial to ensuring a reliable supply of renewable energy sources.&nbsp;
Carbon Capture
As discussed at COP28, decreasing or even halting all emissions from fossil fuels is no longer enough to stop climate change, however the carbon removal technology is officially an essential component to supporting the phasing down of burning fossil fuels.&nbsp; According to the McKinsey &lsquo;Carbon Removals&rsquo; report, carbon removal global investment is predicted to reach between $100 - $400 billion by 2030. By continuing with these developments, and the proof that carbon capture can not only work, but also scale, allows room for projects and developments to be announced throughout 2024.&nbsp;
Government Support
Governments across the globe are expected to help support the renewable energy transition, 2024 will hopefully bring the increase in tax incentives, regulatory frameworks and subsidies. With their support, the renewable energy industry will be far more attractive in terms of technology development, and investments.&nbsp;
Corporate Investments&nbsp;
Leading companies across business sectors (food, textile, pharma, automotive etc&hellip;) are committing to the renewable energy targets that have been set by investing in green energy projects as part of their sustainability promises.&nbsp; There are a range of long-term benefits, with financial returns and corporate responsibility, the need for energy security is critical and the time to start is now.&nbsp;
With an already busy pipeline of projects and technology developments, it shows that a landmark year is already ahead of us.&nbsp; 2024 is the year to embark on a crucial shift towards a more sustainable and energy efficient future. The coming months will reflect a realization of the urgent need to address the industry and its commitment to preserve our planet for future generations.&nbsp;

WHAT CAN WE EXPECT FROM 2024?

The UN Climate Change conferences take place every year and are the worlds decision making forum on climate change with almost every country in the world being in attendance.&nbsp; COP is where the world (more than 70,000 delegates) come together to agree on ways to help tackle the climate crisis and achieving net-zero emissions by 2050.&nbsp;
This year, hosted by The United Arab Emirates from the 30th of November to the 12th of December, COP 28 represents the decision decade for climate action. Discussions at the conference include loss and damage finance, global financial goals, energy and transition, and emission gaps to name a few. &nbsp;It will also see the first ever global stocktake, where countries and stakeholders will be able to see the progress being made to limit global warming.&nbsp;
With officials now flying home, and the conference coming to an end, this article will briefly look over the key outcomes, and the highlights of COP28.&nbsp;
Loss &amp; Damage
COP 28 saw a landmark agreement put in place to support vulnerable nations facing the worst climate change impacts. The agreement includes, national response plan developments, insufficient climate information and data being addressed, safe and dignified human mobility (displacement, relocation, and migration) in temporary and permanent loss and damage cases.&nbsp; Funded by the World Bank, a geographically diverse board will be established over the coming months, with a total of over $650 million being donated by wealthy nations over the course of conference in Dubai.
Global Goal Adaptation&nbsp;
With the theme continuing from COP27, this conference saw a development on adapting to the impacts of climate change.&nbsp; An explicit date in 2030 has been integrated for targets on water security, ecosystem restoration and health.&nbsp; However, the conversation was cut short when financial doubling discussions were brought to the table.&nbsp; COP29 will need to ensure financing expectations and targets details are finalised.&nbsp;
Climate Finance Targets
The $100 billion (not yet been met, but on track) pledged by developed nations to help finance climate mitigations in other developing nations finally made progress when a post-finance target is to be drafted ahead of COP29 where discussions and finer details will be finalised.&nbsp;
Fossil Fuels &amp; Carbon Markets
Other closely watched areas included fossil fuel reduction and carbon markets. Nations were called on to take a variety of actions to reduce emissions being produced, in particular methane emissions needing to be substantially reduced by 2030 and limitations on the permittance of unabated coal power.&nbsp; Carbon markers were also closely watched as negotiators tried to further define how credit markets would be supervised and accounted for.&nbsp; With no agreements being reached, it will be another topic for the COP29 agenda.&nbsp;
The Beginning Of The End
The most important takeaway from the conference was the agreement that signals the fossil fuel era is beginning to come to an end. Whilst the page wasn&rsquo;t completely turned in Dubai, nearly 200 parties agreed that all governments and businesses need to turn their pledges into real economic outcomes.&nbsp; The global stocktake recognises that according to science, global greenhouse emissions need to be cut 43% by 2030 to limit global warming to 1.5&deg;c.&nbsp;
COP28 managed the logistics for the largest COP in history, with agreements put in place for loss and damage and a clear path away from fossil fuels, the urgency at the moment is crucial.&nbsp; Giant leaps are needed from all countries, as small steps are not enough.&nbsp;

COP 28 SUMMARY - 'THE BEGINNING OF THE END'

With other industries and businesses setting targets to contribute towards the global net zero mission, the demand for the renewable energy is rapidly climbing. Innovation is at the heart of the ever-evolving renewable energy industry, everyday new technologies and methods are being developed.&nbsp; As the world looks towards a sustainable and eco-friendly future, all emerging technologies take centre stage.&nbsp; Throughout this article, some promising developed technologies are explored, showing their potential to help reshape the future of renewable energy.
1. &nbsp; &nbsp;Wave &amp; Tidal Energy
Wave energy converters and tidal stream generators are being developed to harness the power of ocean currents &amp; tides falling and rising. Wave &amp; Tidal Energy can provide a consistent and predictable source of renewable energy, especially in coastal regions. With water being denser than air, it means that tidal energy is more powerful than wind energy, producing exponentially more power at the same turbine diameter and rotor speed. Tidal energy generators &amp; turbines are placed in tidal streams where energy can be taken from the fast-flowing water.&nbsp; Unlike wind, tides are predictable and stable, meaning tidal generators can produce a steady, reliable stream of electricity.&nbsp; With the first tidal power plant being in France, and the largest facility being in South Korea, there are very few commercial sizes plants operating across the world.&nbsp;

2. &nbsp; &nbsp;Solar Energy
Across the solar power industry, there are many innovative developments surfacing, including Perovskite Solar Cells.&nbsp; Perovskite Solar Cells create a promising future for solar panels that could be easily applied to most services (including textured or flexible ones). The materials used are lightweight, cost effective and as efficient as todays leading photovoltaic silicon materials.&nbsp; Another rapidly developing solar innovation is the use of &lsquo;Floating Solar Farms&rsquo;. Floating Solar Farms consist of panels mounted onto platforms that float on large surfaces of area such as lakes, reservoirs, and oceans. The platforms are anchored to the bottom of the lake or seabed, and the electricity produced is transmitted back to shore via underwater cables.&nbsp; According to the experts, if solar panels are placed water bodies, they offer even greater efficiency, and can generate large amounts of electricity without using land or real estate.&nbsp; There are many added benefits to floating solar farms, which includes the reduction of water loss, the water below keeps the panels clean minimising energy waste, and helps to prevent noxious algae production.&nbsp; Although the concept of floating solar panels is not brand new, the first floating system being installed in Japan in 2007, the technology surrounding it has rapidly developed and gained further interest in more recent years.

3. &nbsp; &nbsp;Wind Energy
Wind Energy is a renewable energy source that has had rapidly increasing demand over the last few years, with the worlds largest offshore wind farm beginning to produce electricity to homes and businesses only this month (October 2023).&nbsp; With a traditional turbine being known for its horizontal axis design. The compact, unique design of a Vertical Axis Wind Turbines has been designed to allow the capture of wind energy from any direction in areas where wind direction can be unpredictable.&nbsp; Vertical Axis Wind Turbines can be installed across various settings, including on top of homes and commercial buildings due to them being generally quieter, making them better for noise-sensitive environments.&nbsp; With it being a new technology, researchers have lots of room for development, exploring new materials and designs, to make it more efficient and cost-effective.&nbsp;

Earlier this month, Head of Business Development,&nbsp;Cory Stewart, and Head of Delivery Rebecca Macmillan from our US office visited the Offshore WINDPOWER Conference in Boston, hosted by the <a href="https://cleanpower.org/">American Clean Power Association (ACP).&nbsp;</a>
Head of Delivery Rebecca Macmillan answered some questions for us about the event, and what were her key takeaways.
How did you get on at the conference?&nbsp;
Rebecca: It went really well, I was quite excited to attend with it being my first offshore wind conference, and first ever conference in the US.&nbsp; I didn&rsquo;t know what to really expect, other than for the reems of knowledge I was about to received by the industry experts. Safe to say, I was blown away!&nbsp;
What were your key takeaways from the event?
Rebecca: There was so much to take in at the conference, as I said above, I was completely mind blown! However, like any new industry, there are many teething pains which the US are still to overcome, but with the growth we are experiencing we are sure to level and our fuel our future energy needs.&nbsp; It is also always a positive experience, when one of your takeaways is that offshore wind is not a cause of the recent increase in whale deaths!&nbsp;
In your opinion, and from information you gathered at the event, what should we expect from the renewable energy industry in the US over the next 5-10 years?&nbsp;
Rebecca: I think one of the main things we can expect to see is a dramatic drop in costs, with that creating a lot of fear, I think misinformation with dissipate too.&nbsp; The US wind industry is only at the beginning of their long successful journey ahead. Over then next 5 &ndash; 10 years we should see all existing contracted sites up and running, with the start of homes being powered by US offshore wind.&nbsp;
Following on from that, how are/can LSP USA support the industry?

The amendment to the &lsquo;Act for the Recruitment and Employment of Foreign Professional Talent&rsquo;, now referred to as &lsquo;the Foreign Professionals Act&rsquo;, was formulated by the National Development Council (NDC) in June 2021. On Monday 25th October 2021 this was approved by Executive Yuan and came into effect immediately. The amendments have been made in a bid to attract and retain more foreign white-collar workers in the country and to ensure more of the world&rsquo;s prime talent will be able to come and stay in Taiwan by increasing incentives, meeting social security needs and keeping families together. WHAT ARE THE CHANGES? Graduate Attraction from the top universities across the world to work in Taiwan The eligibility of graduates from the world&rsquo;s top 500 universities (according to the Ministry of Education) is to be relaxed for the engagement in specialised or technical work by the removal of the two years work experience requirement. Increased flexibility for the recognition of foreign special professionals The expansion of the foreign special professional&rsquo;s definition from the original eight professional fields to include national defence and the option for special case reviews so that the world&rsquo;s new forms of industry and cross-field talent can be brought within the sweep of recruitment. The amended &ldquo;Foreign Special Professionals Possessing Special Expertise in Science &amp; Technology,&rdquo; includes article 2; those with unique talents or outstanding R&amp;D ability or innovation performances in such cutting-edge technological fields as energy saving. Reduction of regulations for foreign national permanent residency applications The period of continuous residence in Taiwan required for foreign special professionals to apply for permanent residency is reduced from five years to three, further discounted by one year for those who have obtained a doctoral degree in Taiwan. &nbsp;Also, while foreign professionals (ordinary, not considered &lsquo;special professionals&rsquo; under the law) are still required to have resided continuously in Taiwan for five years before they can apply for permanent residency, that period can be discounted by one or two years, respectively, for those who have obtained a master&rsquo;s or doctoral degree in Taiwan. Tax Incentives Provides preferential tax treatment for foreign special professionals who are approved to work in Taiwan for the first time, with income tax to be assessed on only half of their salary as exceeds NT$3 million within their first five years in Taiwan, and also their overseas income to be excluded from the assessment of income basic tax. Social Security Foreign professionals and their dependent relatives can directly join the National Health Insurance system without having to wait six months for inclusion and for them to be included in the retirement pension system under the Labor Pension Act once they have been granted permanent residency. &ldquo;To go in concert with the implementation of this amended law, the NDC has worked with the authorities concerned to amend related regulations, administrative rules and supporting measures, so that foreign professionals and their dependent relatives can utilise these long-awaited changes to the law as early as possible, and to ensure that the Foreign Professionals Act can secure optimum spillover effects, enhancing the retention of key global talent, invigorating Taiwan&rsquo;s talent pool, and bringing qualitative change, growth, and transformation into Taiwan&rsquo;s industries,&rdquo; the law stated. EXPANSION OF FOREIGN TALENT RECRUITMENT IN TAIWAN

GWEC REPORT 2021 - ACT FAST TO REACH 2050 TARGETS

SUPPORTING ONSHORE WIND PROJECTS IN TAIWAN

The UK is moving towards a greener future with the announcement that it will have only one coal-burning power station left operating by the end of 2022. EDF announced plans on Monday that it will be closing West Burton A, their Nottinghamshire coal burning power plant by September 2022. Matt Sykes, EDF&rsquo;s managing director for the generation business, said in a statement: &ldquo;West Burton A and its loyal workforce have played a critical role providing power to the UK for 55 years, including during this recent winter. Since 1966, the station has produced enough electricity to meet the needs of all UK households for more than four years, a truly incredible achievement. &ldquo;With EDF&rsquo;s power generation strategy firmly focused on nuclear and renewable energy &ndash; and in this key year for UK leadership on climate change &ndash; we now believe it is the right time to provide clarity to our employees and all those connected to the site.&rdquo; At the UN Climate Change Conference (COP26) being held in Glasgow in November of this year the UK government hopes to convince all countries to halt all new build coal-fired power stations. They are backed by UN chief Antonio Guterres who has also called for all countries to end their &ldquo;deadly addiction to coal&rdquo;. At a summit held earlier this month, he described ending the use of coal in electricity generation as the &ldquo;single most important step&rdquo; to meeting the goals of the Paris Agreement, the historic climate deal made by countries in 2015. Along with the closure of West Burton A, Northern Ireland&rsquo;s Kilroot coal plant is to be converted to a gas-fired station by 2023 and Drax power station in North Yorkshire ended commercial generation at its two remaining coal units earlier this month and is expected to shut them down for good by September 2022.

EDF ANNOUNCE UK COAL BURNING POWER PLANT CLOSURE

It is without doubt that the upcoming IR35 reforms will have an affect on many contractors working within the renewable industry across the UK and many companies, individuals and agencies will be busy preparing for 6th April but what does it actually mean? What are the IR35 reforms? Due to wide non-compliance with the IR35 rules, the government introduced reforms in the public sector in April 2017 &ndash; these are known as the &ldquo;off-payroll rules&rdquo;. The Chancellor announced in the Budget on the 29th October 2018 that the government will also reform the off-payroll working rules in the private sector in 2020.&nbsp; On 17th March 2020 the UK Government announced a 1-year delay to new IR35 Off-Payroll Working rules, in light of ongoing COVID-19 challenges and effects, the new implementation will take place from 6th April 2021 from this date, the liability for assessing IR35 status is no longer on the contractor&rsquo;s intermediary but on the client. What is IR35? IR35 is the name given to tax legislation in the Income Tax (Earnings and Pensions) Act 2003 (ITEPA), it applies to individuals supplying their services through an intermediary, usually a personal service company (PSC).&nbsp; The IR35 legislation seeks to ensure that contractors working through their own PSCs pay employment taxes and NICs where, were it not for the PSC they work through, they would be employed by the client, commonly known as &ldquo;inside IR35&rdquo;. When does IR35 apply? IR35 applies where the worker operates through a UK limited company. If you engage and supply contractors who work via an intermediary (typically a PSC), where taxes and NICs are not deducted at source, then you are likely to be affected by IR35. How is the employment status of a worker assessed? HMRC provides an employment status tool, (CEST) to find out if you, or a worker on a specific engagement, should be classed as employed or self-employed for tax purposes: Check Employment Status for Tax Tool Can I rely on the status determination produced by CEST? HMRC have said that if the parties use the employment status tool and input information which is accurate and honest, and the answers remain accurate during the contract, then HMRC will stand by the outcome. &nbsp; IR35 assessment Criteria Some of the factors considered when assessing employment status and whether or not an assignment would be inside or outside of IR35 are (this is not exhaustive): &bull; The contractor is not under supervision, direction or control of anyone in the supply chain as to the manner in which the services are provided. The contractor provides independent services, and the client does not treat them as if they are &ldquo;part and parcel&rdquo; of their organisation. &bull; The reality of the situation is that the contractor is responsible for the delivery of the services, and determines, and controls when and how they undertake the work they do for the client, as long as they meet client-specific targets or project completion dates. &bull; The contractor does not have to perform the work or services personally, and the client has to accept a substitute (subject to that substitute having the requisite skills and capabilities). &bull; The PSC maintains adequate business insurances. &bull; The PSC submits invoices for work completed or agrees to a self-billing arrangement. &bull; The PSC is responsible for paying the required taxes and statutory deductions on amounts paid in respect of the work undertaken. All amounts are treated as trading income. &bull; The contractor/PSC is only paid for services performed. There are no payments made for any time when the contractor is not available for work (including but not limited to holiday pay or sick pay). The client has no liability to pay for any periods during which the contractor is not providing their services. &bull; It is important to consider the factual reality of an assignment, not what the contract says. The client has determined that the assignment is &ldquo;inside IR35&rdquo;, what are the options? If an assignment is determined as &ldquo;inside IR35&rdquo;, there are various alternative engagement models to an off-payroll model: PAYE payroll (agency workers) &ndash; Where a recruitment company contracts directly with the worker and operates tax and NICs under agency rules and provides the workers with worker rights, IR35 off-payroll rules do not apply. Umbrella Company &ndash; Where an umbrella company employs the worker directly, the off-payroll working rules do not apply. &nbsp; &ldquo;Inside IR35&rdquo; PSC &ndash; A contractor who is deemed &ldquo;inside IR35&rdquo; via their PSC, will be paid via a &ldquo;deemed employment payment&rdquo; using the RTI (Real Time Information) payroll system. The deemed employment pay rate is the income of the worker after deductions, including both employee and employer NICs and the Apprenticeship Levy. Neither worker rights nor stakeholder pension rights apply. Statement of Work - A Statement of Work (SoW) is a document, typically used in project management, which defines a set of project-specific activities, deliverables and timelines for a contractor providing services to a client. In an assignment where a contractor agrees to perform specific tasks or deliver certain outcomes for a set price and within an estimated delivery time, there is less likelihood of the client exerting control over the contractor. A SoW contract, if appropriately executed, is likely to be &ldquo;outside IR35&rdquo;, compared with the traditional time and materials-based contract on a set hourly or day rate. What if the client is based outside the UK? Where the medium and large-sized private sector client is based wholly overseas and has no UK connection, the worker&rsquo;s limited company (PSC) will remain responsible for deciding the contractor&rsquo;s employment status and whether IR35 applies. IR35 REFORMS IN RENEWABLE ENERGY

According to new statistics released by WindEurope, Europe added 2918MW of new offshore wind power in 2020. Europe now has 25GW of offshore wind capacity made up of 116 projects operating across 12 countries. The report stated that Europe saw nine new wind farms completed (grid-connected). One has partial grid connection and will be fully commissioned in 2021 whilst construction work has started on six other wind farms where no turbines have yet been grid-connected. Europe now has a total installed offshore wind capacity of 25 GW. That corresponds to 5,402 grid-connected wind turbines across 12 countries. Eight new offshore wind projects reached Final Decision Investment (FID) in four different countries during 2020, with construction due to start in the coming years. WindEurope chief executive Giles Dickson said: &ldquo;&euro;26bn in new investments in 2020 is a huge vote of confidence in offshore wind. Investors see that offshore wind is cheap, reliable, and resilient &ndash; and that governments want more of it these investments will create jobs and growth. Every new offshore wind turbine generates &euro;15m of economic activity. We expect the 77,000 people working in offshore wind today in Europe to be 200,000 by 2030.&rdquo;
New wind power in 2020 came from: The Netherlands (1,493 MW), Belgium (706 MW), the UK (483 MW), Germany (219 MW) and Portugal (17 MW).

EUROPE NOW HAS 25GW OF OFFSHORE WIND CAPACITY

Hydrogen produced with renewable electricity could compete on costs with fossil fuel alternatives by 2030, detailed in the &lsquo;Green Hydrogen Cost Reduction: Scaling up Electrolysers to Meet the 1.5⁰C Climate Goal&rsquo; published by International Renewable Energy Agency (IRENA).
IRENA stated That the report looks at drivers for innovation and presents strategies that governments can peruse to reduce the cost of electrolysers by 40% in the short term and by up to 80% in the long term.
It said that currently green hydrogen is two to three times more expensive than blue hydrogen, produced from fossil fuels in combination with carbon capture and storage (CCS). Although, using low-cost renewable electricity at $20 a megawatt-hour in large, cost-competitive electrolyser facilities, it could produce green hydrogen at a competitive cost with blue hydrogen available today.
If rapid scale-up and aggressive electrolysers deployment take place in the next decade, green hydrogen could then start competing on costs with blue hydrogen by 2030 in many countries, making it cheaper than other low-carbon alternatives before 2040.
IRENA director-general Francesco La Camera said: &ldquo;Renewable hydrogen can be a game-changer in global efforts to decarbonise our economies."
Already many companies are making a move towards hydrogen including the recent news that DEME Concessions and OQ Alternative Energy have signed a partnership to develop a green hydrogen plant in the Special Economic Zone at Duqm, Oman and RWE Generation who are to set up a new hydrogen business unit, effective from 1 February 2021.
RWE said the new unit will be responsible for developing and implementing the RWE hydrogen strategy and will promote the respective projects in the company&rsquo;s core markets. They are currently driving over 30 hydrogen projects in Germany, The Netherlands and UK in collaboration with other companies and scientific institutions.

RENEWABLE HYDROGEN CAN BE A GAME-CHANGER IN GLOBAL EFFORTS TO DECARBONISE OUR ECONOMIES

Global Wind Organisation and RenewableUK have teamed up to launch a new program to support highly skilled workers to move from similar sectors such as oil &amp; gas in to renewables.
The GWO Safety Training Access Programme will launch in April 2021, it recognises complementary skills in the fields of basic safety so if workers have already undergone verifiable training it will allow them to fast track on to the GWO refresher courses.
RenewableUK&rsquo;s Deputy Chief Executive Melanie Onn said: &ldquo;We&rsquo;re going to see a huge expansion in offshore wind over the course of this decade, quadrupling our current capacity by 2030. That means we&rsquo;ll need a massive influx of highly-skilled UK workers to build vital new energy infrastructure. Former oil and gas workers offer a wealth of knowledge and experience in this field. This new programme will ensure the skills they already have are fully recognised and that we supplement the training they&rsquo;ve already undergone with a new level of specialist understanding on how to work safely on offshore and onshore wind farms&rdquo;
GWO will be reviewing other training standards to compare them to GWO courses and see if any other skills are transferable into the wind sector.
&ldquo;The oil and gas basic safety training standard BOSIET is only 15% comparable to GWO&rsquo;s basic safety training,&rdquo; says Jakob Lau Holst, CEO of Global Wind Organisation. &ldquo;But there&rsquo;s such a huge demand for skilled people to make the switch and it&rsquo;s their experience as engineers and electricians we want. Safety training is a vital passport to working in the renewable energy sector so we&rsquo;re launching the Access Programme to give that little bit more assistance. Before, the only pre-requisite to being allowed onto a refresher course, was an existing GWO record. This gives people another potential way in.&rdquo;
When the Programme is implemented, workers will be able to show a valid training certificate from another course to a GWO training provider and be fast tracked onto the relevant GWO refresher course.

GWO AND RENEWABLEUK LAUNCHES TRANSITION TO RENEWABLES COURSE

Denmark continues it's perseverance towards fighting climate change by announcing the end to all new oil and gas exploration. According to estimates by the energy ministry it is thought the decision will cost the country about &pound;1.1bn.
Dan Jorgensen, Minister for Climate, Energy and Public Utilities told the BBC "We want to be climate neutral in 2050. And if we are to have any credibility in that, then this is a necessary decision.
Denmark's targets to be climate neutral by 2050 and to reduce its greenhouse gas emissions from 1990 levels by 70% by 2030 have been passed into law. On Friday Boris Johnson announced the UK's aim is to cut carbon emissions by at least 68% of what they were in 1990 by the end of 2030.
The move in Denmark could cost around 4000 jobs in the oil and gas industry although as part of the new plan, Mr Jorgensen says new job creation will come from the country's growing off-shore wind sector.
